Reelection Threshold Contracts in Politics
When politicians are provided with insufficient incentives by the democratic election mechanism, we show that social welfare can be improved by threshold contracts. A threshold incentive contract stipulates a performance level which a politican must reach in order to have the right to stand for reelection. Read my lips would turn into read my contracts. Financing Democracy
Based on contribution patterns to parties in Germany and elsewhere, we suggest that democracies should use a mixed system where private funding can play a larger role than public funding. In Germany the high level of public funding for parties can be reduced without expecting undesirable effects if the parties are forced to increase private funding. Private contributions can be unlimited but tight transparency requirements on private funding are necessary. This can be achieved by setting up an independent commission with institutionalized publication rules. Incentive Contracts for Politicians
The thesis studies the potential of incentive contracts for politicians using game-theoretic methods. Supplementing the election mechanism with these contracts is a new idea to make politicians more accountable. Two types of incentive contracts are considered: a) monetary incentive contracts which reward the politician in case of a successful reelection; b) reelection threshold contracts which mean that a politician should only have the right to stand for reelection if he has fulfilled certain requirements during his term of office. The results suggest that both types of incentive contracts can help to enhance the accountability of politicians and to increase social welfare
Ursachen von Stromsperren in Privathaushalten : empirische Ergebnisse aus der Allgemeinen Sozialberatung
In diesem Aufsatz wird untersucht, welche Merkmale Haushalte aufweisen, denen Stromsperren (Unterbrechungen der Stromversorgung wegen ZahlungsrĂŒckstĂ€nden) angedroht wurden bzw. bei denen sie umgesetzt wurden und welche Bedeutung diese Merkmale relativ zueinander haben. Dazu wird erstmals ein Datensatz aus der Beratungspraxis des Deutschen Caritasverbandes mittels multipler logistischer Regression ausgewertet. Die empirische Untersuchung zeigt, dass Stromsperren und ihre Androhung hĂ€ufig auftreten, wenn ein Haushalt bereits bestehende Schulden hat. Haushalte, die Grundsicherungsleistungen beziehen, sind ĂŒberdurchschnittlich oft von der Androhung bzw. Umsetzung einer Stromsperre betroffen. Im Gegensatz zur Androhung einer Stromsperre kommt es ĂŒberproportional hĂ€ufig zur tatsĂ€chlichen Umsetzung einer Stromsperre, wenn die Betroffenen ĂŒber ein besonders geringes Bildungsniveau verfĂŒgen sowie in Ein-Personen-Haushalten. Insgesamt stĂŒtzen die Ergebnisse die These, dass die Problematik der Stromsperren einer herkömmlichen Verschuldungsproblematik Ă€hnlich ist. GegenmaĂnahmen sollten daher nicht alleine auf das Einkommen oder die Stromkosten der Haushalte fokussieren, sondern mĂŒssen auch kognitive und psychologische Faktoren adressieren, die mit Ver- bzw. Ăberschuldung einhergehen
Zum Stromkonsum von Haushalten in Grundsicherung : eine empirische Analyse fĂŒr Deutschland
In diesem Aufsatz werden der Stromkonsum und die Kosten, die den Haushalten in Grundsicherung in Deutschland daraus entstehen, untersucht. Dazu wird ein Datensatz ausgewertet, der mehr als 22.000 Haushalte mit Leistungsbezug nach SGB II und SGB XII in verschiedenen Haushaltszusammensetzungen umfasst. Die Ergebnisse der empirischen Analyse zeigen, dass die Haushaltszusammensetzung sowie die Art der Warmwasserbereitung erheblichen Einfluss auf die entstehenden VerbrĂ€uche und Kosten haben. Insbesondere die elektrische Warmwasserbereitung verursacht erhebliche zusĂ€tzliche Kosten, die vor allem in Familien oder bei Alleinerziehenden mit Kleinkindern mit den derzeitigen Mehrbedarfspauschalen nicht gedeckt werden können. Es konnte nur eine schwache Nachfragereaktion der Haushalte auf VerĂ€nderungen des Strompreises nachgewiesen werden. Insgesamt zeigt sich, dass die veranschlagten Anteile fĂŒr Strom in den Regelbedarfen nach SGB II und SGB XII im Durchschnitt nicht zur Begleichung der Stromkosten ausreichen. Dieses Problem verschĂ€rft sich insbesondere in FĂ€llen, in denen Warmwasser mit Strom bereitet wird
